UK garden room statistics: costs, running costs and rules
The key numbers for anyone planning, writing about or selling garden rooms in the UK: what they cost, what they cost to run, and the rules. Every figure links to where it came from. The charts are free to use with a credit link.
Figures checked in October 2026. We update them when fees, the energy price cap or the rules change.
Key numbers
An insulated garden room you can use all year costs about £1,500 to £2,200 per m² installed, as of October 2026 (less.co.uk, BestBuilders, MyJobQuote).
A typical insulated 4m x 3m room costs £10,000 to £28,000 installed, depending on the guide and spec (less.co.uk, BestBuilders).
London and the South East cost about 15% to 25% more (less.co.uk, BestBuilders).
Self-building a 4m x 3m room costs about £9,200 to £15,500 in materials, base and an electrician: our line-by-line sum.
Power from the house adds £400 to £1,500, and quotes often leave it out (BestBuilders).
Heating a well-insulated 4m x 3m office with a 1kW panel heater costs about £21 a month, 8 hours a day for 20 working days, at Ofgem’s cap of 26.32p per kWh for October to December 2026 (Ofgem). Poorly insulated, it’s about £84.
A kWh of heat costs about 26p from a plain electric heater and about 7p to 9p from an air-to-air heat pump.
Claims that a garden room adds 5% to 15% to a home’s value come from estate agents and garden room companies; none of the seven we found gives a sample size.
Deposits are often 25% to 50% of the price, paid before anything is built (The Garden Room Guide).
In England a garden room within 2m of a boundary can be no more than 2.5m high; further in, 4m with a dual-pitched roof or 3m otherwise (GOV.UK technical guidance).
Up to 15m² inside with no sleeping, a detached garden room is exempt from building regulations in England and Wales; 15m² to 30m² must be at least 1m from every boundary or substantially non-combustible (Building Regulations 2010, Schedule 2).
Planning fees from April 2026 in England: £272 to apply, £136 for a lawful development certificate for proposed work (GOV.UK). Wales £283, Scotland £371, Northern Ireland £347.
In England, councils have 10 years to take enforcement action against building work finished on or after 25 April 2024, up from 4 (GOV.UK).
Self-employed people working from a garden office can claim a flat £10, £18 or £26 a month; employees lost working-from-home tax relief from 6 April 2026 (GOV.UK).

Figure: Cost of 15m² of extra space by option, our sums from published per-m² rates, October 2026. We added 20% VAT to the extension and conservatory rates, which their sources give before VAT. The garden room and loft figures are as published, with no VAT added, because those sources don’t consistently say whether VAT is included. Running costs
Heating at the October to December 2026 price cap of 26.32p per kWh, and why insulation matters more than the heater.
Figure: Monthly heating cost by scenario, October 2026. Assumptions: 8-hour working day, 20 working days a month, electricity at 26.32p per kWh with no VAT (Ofgem price cap, 1 October to 31 December 2026); 1kW heater running half the day in a well-insulated room; 1kW running all day in an average room; 2kW all day in a poorly insulated room; heat pumps deliver the same heat at COP 3.0 and 2.5 (Selectra).
